SUMMARY: 

The Director of Real Estate and Facilities (REF) will be responsible for strategic and operational planning, including but not limited to project planning, public consultation, rezonings, engineering/construction design and approval process for all properties owned by the Roman Catholic Episcopal Corporation of Ottawa (RCECOC) and is responsible for subsequent project management and implementation. The Director will keep upper management apprised of any major projects requiring attention and ensure required follow-ups with appropriate contractors and service providers. The Director will further be expected to plan and manage departmental needs through fiscal provisions.

RESPONSIBILITIES AND TASKS

  • Manage and coordinate the Real Estate elements for RCECOC, major construction, land sales and purchases, leases.
  • Lead the preparation, review, and implementation of short-term and long-term planning activities, budgets, schedules, and business plan formulations related to real estate and buildings under the Archbishop’s vision working closely with the CFO.
  • Work with the Real Estate Committee and the College of Consultors for project progression, addressing Canon Law and Civil law requirements.
  • Actively participate in Diocesan projects where issues of a complex or strategic nature are present. This may include strategizing and negotiating arrangements with respect to municipal approvals, architecture / engineering approvals, and real estate contracts.
  • Conduct cost-benefit analyses, risk analyses, and ROI calculations to determine project feasibility.
  • Develop and oversee consultant selection processes in creating the external multidisciplinary team (lawyers, appraisers, architects, planners, engineers, NGO’s etc.) to advance project development.
  • Direct and work with multi-disciplinary consultant teams to address project requirements, prepare drawings and reports, engage government officials, and obtain approvals from approval authorities.
  • Administer related contracts for third party service providers.
  • Oversee community consultation, and interact with stakeholders, serving as an ambassador for the organization.
  • Participate in heritage assessments and develop strategies for appropriate preservation / commemoration.
  • Generate optimum value from RCECOC lands, including finding the optimal balance of Pastoral good and temporal return meeting the Church’s objectives.
  • Represent the organization and its interests in dealing with municipal administrations, the real estate community, and community groups to achieve the Archdiocese’s objectives.
  • Build long-term business relationships with consultants, approval authorities, and contract professionals.
  • Direct and liaise between consultants and contractors, builders and third parties to ensure all parties have appropriate direction and required information to work as a team and ensure deadlines are met.
  • Manage department responsibilities as per Diocesan policies.
  • Act as a resource and assist with other projects within the Archdiocese and company-wide efforts, as needed (Parishes, Cemeteries)
  • Drive special projects as assigned by the CAO, and other duties and accountabilities, as required.

JOB REQUIREMENTS AND SKILLS

  • Knowledge of the Roman Catholic Church and its social teachings.
  • Bachelor’s degree in Engineering, Architecture, Business, Administration, or another related field required.
  • A minimum of 8 years of experience in building operations and construction projects and real estate.  An acceptable combination of education, training and experience may be considered.
  • Supervisory and management skills.
  • Understanding of contract negotiations, methods, and legal procedures.
  • Highly flexible with solid interpersonal skills.
  • Good computer knowledge, including proficiency in Microsoft Office Suite, and knowledge of AutoCAD is an asset.
  • Ability to follow through and complete overlapping projects.
  • Must possess a valid driver’s license and a clear driving record.
  • Recent clear Canadian Criminal Record Check or Canadian Federal Government security clearance
  • Bilingual, English and French, preferred

WORK CONDITIONS AND LOCATION

  • 37.5 hours per week, Monday to Friday 8:30 am to 4:30 pm, with flexibility of work time between office hours and after-hours activities in order to perform duties.
  • Work in an office environment
  • Travel to parish sites and other diocesan properties will be required.
  • Work both indoors and outdoors.
  • Ability to stand for periods of time.
  • Overtime on an as needed basis may be required.
