Job Title: Interim Chief Financial Officer

 Reporting to: Chief Administrative Officer

Position type: 1 year, Fixed-Term Contract (Maternity Leave Replacement), starting September 2026, with possibility of extension.

Salary Range: $120 691 to $163 531

Hours of work: 5 hours; regular office hours are Monday to Friday from 8:30 a.m. to 4:30 p.m.

  • 1209 Michael Street, Ottawa, K1J 7T2
  • 20% travel may be required to Archdiocesan parishes and cemeteries.
  • The selected candidate will be required to undergo an enhanced police information check (E-PIC) and must pass it. This check will be conducted by the Archdiocese of Ottawa-Cornwall at the time of hiring.

 ABOUT THE ORGANIZATION

The Roman Catholic Episcopal Corporation of Ottawa–Cornwall (RCECOC), also referred to as the Archdiocese of Ottawa–Cornwall, is a religious, not-for-profit organization serving more than 400,000 Catholics across 124 parishes.

GENERAL DESCRIPTION

Reporting directly to the Chief Administrative Officer, the Chief Financial Officer (CFO) is a key member of the Senior Leadership Team (SLT) and is the most senior person in the organization in finance responsible for managing the financial risks of the Archdiocese of Ottawa-Cornwall, which includes all diocesan managed properties and cemeteries.

The CFO will provide leadership, information, reports, and services on financial, regulatory, and administrative matters to the Archbishop and the Diocesan Finance Council (DFC).

KEY RESPONSABILITIES

Financial Planning and Analysis

  • Devise and implement strategies and policies to improve financial performance and ensure effective alignment of the Archdiocese of Ottawa-Cornwall’s resources with its mission.
  • Manage the creation of multi-year financial plans that fulfil operating needs.
  • Work with the SLT and other partners and stakeholders to build effective business models and provide financial awareness, training, and information to others.

Financial Budgeting, Reporting and Compliance

  • Establish effective budgeting systems and reporting mechanisms to fulfil operating needs.
  • Provide accurate, timely and comprehensive financial reporting that effectively monitors the Archdiocese of Ottawa-Cornwall’s financial performance and adherence to approved budgets.

Policies and Internal Controls

  • Lead the development, research and implementation of policies and procedures to facilitate effective fiscal governance, transparent and timely financial information, and ethical behaviour standards.
  • Ensure business practices and policies are compliant with policies, relevant laws, and government regulations.

Risk Management

  • Work closely with the SLT to identify and provide effective tracking and management of the financial risks of the Archdiocese of Ottawa-Cornwall.

Leadership and Staff Development

  • Provide overall leadership and supervision to a staff complement of approximately seven (7) staff members.
  • As an active member of the Senior Leadership Team, act as a strategic organizational leader, motivating, supporting, and mentoring staff.

QUALIFICATIONS AND SKILLS

  • A university degree in commerce or accounting.
  • A Canadian professional accounting designation (CPA) in good standing is a requirement.
  • A minimum of 6 years progressive experience in a senior financial leadership position.
  • Demonstrable experience producing and presenting comprehensive organizational budgets and financial reports in a multi-stakeholder organization.
  • Experience in the charitable or not-for-profit sector would be considered a strong asset.
  • Bilingualism (English and French) is a mandatory requirement.
  • Excellent leadership and management skills with experience in strategic planning and development.
  • Successful track record of supervising and collaborating with staff in a manner that is flexible and supportive yet ensures accountability.
  • Commitment to a service-oriented organization where team building and collaboration are paramount.
  • Recognized expertise in financial controls, strategic business planning, information systems, and administration.
  • Analytical, organized, and hands-on problem-solving skills that support and enable sound decision making.
  • Proficiency in Microsoft Office including Excel and Word.
  • Familiarity in using financial software applications and proven experience in overseeing financial system implementation.
  • Understanding of generally accepted accounting principles (GAAP) and financial planning concerns related to not-for-profit organizations.
  • Complete understanding of the audit process.

I further direct that if the (Name of Parish) does not exist at the time of my death, this bequest shall be paid to the Parish’s successor, and if no such successor exists, then to an institution with similar objectives and goals.”
