ROLE SUMMARY

The Manager, Project and Facility Management leads project delivery, facilities oversight, and real estate administration across the Archdiocese, including parishes, the Diocesan Centre, the Archbishop’s Residence, cemeteries, rectories, and the rental portfolio. The role coordinates major relocations and capital projects, manages in-house maintenance and contracted trades, administers real estate and risk-management data systems, and acts as a trusted advisor to parishes on facility, project, insurance, and leasing matters. The Manager also oversees Diocesan Centre facility staff and supports the Director on broader real estate strategy, including revenue and social-good opportunities.

KEY RESPONSIBILITIES

Project Management

  • Coordinate major project relocations.
  • Manage capital projects funded through Archdiocesan allocations.
  • Manage Fee-for-Service projects on behalf of parishes and other entities.
  • Provide project advice and hands-on project management support to parishes.
  • Advise and assist parishes undertaking self-administered projects.
  • Process project payments and approvals; manage purchase orders, change orders, and contracts.
  • Manage the Purchase Order (PO) system.
  • Advise on project concepts, layouts, and design considerations.
  • Assist with warranty claims on completed projects.
  • Develop and manage project and department budgets.
  • Build the department into a revenue centre through cost recovery on project management services.

Facility & Maintenance Management

  • Manage in-house maintenance functions across the portfolio.
  • Provide oversight of the Diocesan Centre facility and its operations.
  • Manage maintenance and housekeeping staff at the Diocesan Centre and Archbishop’s Residence, including the Facilities and Maintenance Coordinator, custodial, kitchen, and housekeeping staff.
  • Manage staff of the Agora Centre in Cornwall.
  • Manage the relationship between the Cathedral, the Residence, and the Café.
  • Support the Director in managing Cornwall properties.

Real Estate Administration

  • Maintain a real estate database, including tracking of opportunities and an opportunities registry.
  • Maintain a database of rectories and related opportunities.
  • Manage real estate matters related to cemetery construction.
  • Handle landlord and tenant matters and leasing across the portfolio.
  • Manage the rental portfolio and retired priest housing.
  • Administer Licence to Occupy (LTA) agreements for laity in church-owned housing, with supportive management for parishes.
  • Advise on residential and commercial tenancies in support of the Director.
  • Support parish income opportunities, working with the Director on real estate initiatives, including projects with a social-good focus.
  • Market the services of the Real Estate department to parishes.

Risk Management, Insurance & Safety

  • Act as owner’s representative on insurance claims and intervene with Catholic Mutual when issues arise.
  • Lead parish risk management and preventative maintenance programs, including Asset Lab administration and maintenance of parish information.
  • Conduct site inspections, including fire and life safety inspections.
  • Support life and fire safety programs, including fire plans 95 and 143 (shared responsibility with Maintenance).
  • Provide advice on contracting, permitting, and insurance matters.
  • Oversee Occupational Health and Safety for parish initiatives, as well as for the office and Archdiocesan properties.

Inspections, Audits & Compliance

  • Carry out cyclical parish visits and audits.
  • Obtain repair estimates for identified deficiencies.
  • Oversee the Building Condition Assessment (BCA), Deferred Space/Space Reserve (DSR), GIS, and Asset Lab programs.

Procurement & Vendor Management

  • Provide oversight of contractors and suppliers (e.g., grease trap cleaning, fire alarm inspections) and maintain a database of preferred vendors and suppliers.
  • Lead procurement activities and manage preferred-vendor relationships.
  • Provide overall oversight of departmental procurement.

Parish Support & Advisory

  • Provide training and advice to parishes on facilities-related matters.
  • Provide general support to parishes, including drafting communications and messages to parishes.
  • Provide translation services related to real estate matters.

QUALIFICATIONS & SKILLS

  • Post-secondary education in facilities management, project management, real estate, engineering, architecture, or a related field.
  • Several years of progressive experience in project management, facilities management, or real estate administration.
  • Working knowledge of building systems, life and fire safety requirements, and construction/renovation processes.
  • Experience with insurance claims administration and risk management is an asset.
  • Experience managing staff and coordinating third-party contractors and vendors.
  • Strong budgeting, financial administration, and vendor negotiation skills.
  • Proficiency with databases and asset/facility management software (e.g., Asset Lab, GIS).
  • Bilingual (English/French) required.
  • Valid driver’s licence and willingness to travel regularly to parishes and properties.
  • Strong interpersonal and communication skills, with the ability to work respectfully within a faith-based organization.
